Founder & Researcher in Governance, Security, and Emerging Technology
Samantha is a governance strategist, operations leader, and researcher working at the intersection of emerging technology policy, AI governance, and security. She leads Ananta Holding Group, a portfolio of ventures dedicated to translating complex policy environments into operational systems that regulated organizations can actually implement. Her work includes Dāna Impact, a nonprofit expanding equitable access to opportunity in the industries shaping humanity's future; Tattva Collective, a research and policy practice focused on AI governance, space security, and Space Domain Awareness accountability frameworks; and Prāṇa Collaborative, a consulting practice helping healthcare organizations and behavioral health technology companies build implementation-ready systems — from Collaborative Care Model integration to AI governance readiness for FDA, HIPAA, and EU AI Act compliance. With a background spanning IT project management, Lean Six Sigma process improvement, and behavioral health systems, Sam holds an MBA, Project Management Professional (PMP) certification from PMI, and a Lean Six Sigma Green Belt. Her work is grounded in a single conviction: the most consequential governance challenges of the next decade are not technical problems. They are implementation problems. And the organizations that build governance capacity now will define the standards others follow — across Earth and space.

The work
I build solutions at the intersection of health systems, technology, and policy. The Prāṇa Collaborative is my consulting practice dedicated to helping primary care teams implement the Collaborative Care Model — with practical tools, streamlined workflows, and sustainable, measurement-driven systems rather than vendor-driven complexity.
The background
My work spans IT project management at statewide health organizations, integrated care operations, federal grant compliance, and policy research. I've spent years translating complex system requirements into operational realities that teams can actually execute — applying Lean Six Sigma principles and rigorous project methodology to problems where the stakes are human.
AI Governance
Alongside CoCM implementation, I lead research into AI governance and emerging technology policy — particularly the accountability and transparency challenges that arise when AI systems enter regulated clinical and security environments. The governance problems aren't technical. They're implementation problems. That's the gap I work in.
The Philosophy
Prāṇa — life force, breath, vitality. The name reflects the belief that integrated care, done right, breathes new life into primary care practices and the communities they serve. Every system Prāṇa builds is designed to work without us. That's our standard.
